I have tried several settings for the WoAD app and am not able to connect to a local packet gateway. I have checked that the frequency is correct. I am monitoring the gateway on another radio and can see that the Anytone is briefly TX (less than 1 second) and can hear a response but WoAD isnt connecting. It is almost like the Anytone isnt TX long enough.

There is a possibility of RFI disrupting the USB communication and causing transmission to abort, but if you hear the response from the gateway provoked by your transmission then it has to be complete.
When it comes to troubleshooting, my recommendation is to start with a more controlled environment such as Windows PC and after everything works there move to Android knowing that your hardware and RF link are known to be working.
