You’re off to a good start in that Device Manager is listing it, and you have changed the signaling to CI-V… I have the IC-7000, and it shares the same configuration/settings as the IC706, so there’s hope
Along the lines of what @Constrainted is asking, what device is listed within the WSJT-X audio settings under File, Settings? If there is more than one option it could be you have the wrong one selected.
Windows doesn’t do a great job in naming devices, so there can be some confusion as to which device is which, and it’s easy to select the wrong audio device(s).
I’ve renamed my DigiRig from the generic name assigned by Windows, to something that’s meaningful to me, such as; DigiRig TX and DigiRig RX in the Windows Sound Mixer. Windows doesn’t care what it’s called, but it makes it easier for the user to have something more clear.
