I then ran Digirig troubleshooting steps. Ticking the playback option showed me where the problem was. (see the 1st screenshot.) The playback only played a split second then became silent. That means the RX signal did come into USB device but not into computer/OS somehow.

Glad to hear you got it resolved. I had a similar problem setting up a new Dell laptop for someone else recently. The culprit was Waves Maxx Audio, which comes bundled with Dell computers. You must disable that in order for audio to be processed correctly by Soundmodem or any other app that gets it’s audio from the Digirig.
I helped one of my club members to solve this exact issue. He purchased a new Dell XPS13 laptop loaded with Windows 11. The culprit ended up being the Maxx audio software that came installed on the laptop. When I disabled Maxx audio the Digirig worked perfectly. I am told that HP has a similar audio contouring app preinstalled on their laptops. This will most likely be the cause of your problem, assuming that everything else is configured properly.
