I plug in the Digirig Lite into the usb-c port on my WO-WE mini pc and both lights come on, the computer has not been turned on yet. When I turn on the radio the red LED light turns off. Is this normal?

This shouldn’t be an issue as long as you don’t experience problems in normal operation.
Out of curiosity: Do both lights come on when you plug Digirig Lite into the computer that is fully powered on?
