If you look at the ARRL Bandplan, you can see that Technician has all privileges on 2m and 70cm, so no problem on those bands for Winlink P2P.

Down somewhere in the manual for SoundModem, if you keep searching for “PTT”, you will see that channel A will toggle RTS. Channel B will do DTR.
